Indiana entered this season ranked No. 4 and has outscored its first two opponents by a combined 107-16. The spending is the mechanism behind that, and the program has been open about using the portal aggressively rather than waiting on high school recruiting to mature.
The comparison that tells the story is Penn State. The Nittany Lions are a traditional Big Ten power with a far deeper history, and they are estimated $7 million or more below Indiana. Michigan, with all of its resources and brand, is in the same band rather than clearly ahead. In a conference where Ohio State and Oregon occupy a tier of their own at close to $50 million, Indiana has bought its way into the group immediately behind them.
